For some countries technical knowledge in some areas of public international law can be difficult to acquire and retain. This can result in missed opportunities in its international affairs.
In this context, the Asia-Pacific International Law Capacity Building Facility (APIL) has two overarching objectives:
1. To help maximise technical knowledge in public international law across governments
2. To eliminate asymmetry of expertise in international negotiations and proceedings
